John Bel Edwards, who spoke at a news conference alongside Federal Emergency Management Agency (FEMA) administrator Craig Fugate, well over 20,000 people have been rescued since the flooding began late last week. In Livingston Parish, one of the hardest-hit areas, officials estimate that 75 percent of homes were a total loss. On Sunday, President Obama declared a federal emergency in the state.
